Compensation for army personnel is present in each the protection and nondefense elements of the federal price range. Protection funding, within the Division of Protection’s (DoD’s) price range, is generally for present army personnel. Nondefense funding within the Division of Veterans Affairs (VA) is generally for former army personnel.
Since 2000, the whole price range for army compensation has been rising steadily, although the variety of army personnel and veterans has been declining. Spending by VA has accounted for many of that improve, rising from a small fraction of the whole to about 61 p.c of army compensation within the President’s 2025 price range request.
Within the 2025 price range request, complete army compensation is $600 billion. (Of that complete, $236 billion is for DoD and $365 billion is for VA.) That quantity represents a rise of 162 p.c since 1980 (and 151 p.c since 1999).
Navy Compensation: Protection and Nondefense Spending
Most army compensation in DoD’s price range is funded by the appropriations for army personnel. That funding accounted for 28 p.c of DoD’s complete price range in 2025, down from 34 p.c in 1980 (due to reductions within the dimension of the drive). Some parts of compensation (for medical care and household packages) are funded by the operation and upkeep (O&M) and household housing accounts.

VA’s funding has grown since 2000, although the variety of veterans has been declining. Moreover, the variety of fight veterans has been reducing as a share of veterans who obtain incapacity compensation—although the US was engaged in operations in Iraq and Afghanistan for greater than 10 years. Due to coverage modifications, veterans who served after 9/11 (often called Gulf Conflict II veterans) usually tend to get advantages, whether or not they served in fight or not.
