{"id":53080,"date":"2026-05-13T14:56:23","date_gmt":"2026-05-13T13:56:23","guid":{"rendered":"https:\/\/maritimehub.co.uk\/?p=53080"},"modified":"2026-05-13T18:52:59","modified_gmt":"2026-05-13T17:52:59","slug":"house-labor-caucus-joins-growing-backlash-against-trumps-jones-act-waiver-extension","status":"publish","type":"post","link":"https:\/\/maritimehub.co.uk\/house-labor-caucus-joins-growing-backlash-against-trumps-jones-act-waiver-extension\/","title":{"rendered":"House Labor Caucus Joins Growing Backlash Against Trump\u2019s Jones Act Waiver Extension"},"content":{"rendered":"<p>Stock Photo: Igor Karasi \/ Shutterstock<\/p>\n<p>House Labor Caucus Joins Growing Backlash Against Trump\u2019s Jones Act Waiver Extension<\/p>\n<p>Opposition to the Trump administration\u2019s sweeping<\/p>\n<p>waiver extension is continuing to widen, with top House labor lawmakers now joining a growing coalition of maritime unions, domestic operators, and industry groups warning the policy is undermining the U.S. shipping industry while failing to lower fuel prices.<\/p>\n<p>In a statement released Thursday, Congressional Labor Caucus Co-Chairs\u00a0Donald Norcross,\u00a0Mark Pocan,\u00a0Steven Horsford, and\u00a0Debbie Dingell\u00a0blasted the administration\u2019s decision to extend the emergency waiver another 90 days.<\/p>\n<p>\u201cWe stand with American mariners who protect our nation\u2019s industrial and shipping capacity,\u201d the lawmakers said. \u201cTheir mission is both an economic and national security imperative.\u201d<\/p>\n<p>The waiver, first introduced in March and now<\/p>\n<p>through mid-August, allows foreign-flag vessels to transport oil, gasoline, diesel, LNG, fertilizer and other covered cargoes between U.S. ports amid disruptions tied to the Middle East shipping crisis and elevated energy prices.<\/p>\n<p>The White House has argued the measure is necessary to preserve supply flexibility as global energy markets remain strained by disruptions linked to the conflict around the\u00a0Strait of Hormuz.<\/p>\n<p>But critics across the maritime sector increasingly argue the waiver has evolved far beyond the narrow emergency exemptions historically granted under U.S. law.<\/p>\n<p>\u201cBy repeatedly waiving the Jones Act, the Administration actively undermines the American workforce and erodes our maritime competitiveness,\u201d the Labor Caucus leaders said. \u201cAnother extension is a direct blow to the hardworking Americans who deserve our support.\u201d<\/p>\n<p>The statement adds to<\/p>\n<p>from major maritime organizations including the\u00a0American Waterways Operators,\u00a0Seafarers International Union,\u00a0American Maritime Partnership,\u00a0Marine Engineers\u2019 Beneficial Association,\u00a0Offshore Marine Service Association\u00a0and the\u00a0Transportation Institute.<\/p>\n<p>Jennifer Carpenter, president and CEO of the American Waterways Operators, previously called the extension \u201ca gut punch to American workers,\u201d arguing existing law already allows targeted waivers when genuine transportation shortages exist.<\/p>\n<p>A central theme emerging across the industry is that the waiver has failed to achieve its stated economic purpose.<\/p>\n<p>\u201cDespite the initial 60-day suspension, gasoline prices have continued to climb significantly, proving that this action has had no meaningful impact on lowering costs for consumers,\u201d the Labor Caucus statement said.<\/p>\n<p>Maritime groups have similarly argued that global crude prices and geopolitical instability \u2014 not domestic shipping restrictions \u2014 remain the primary drivers of fuel costs.<\/p>\n<p>The debate is also increasingly colliding with the administration\u2019s broader maritime industrial agenda.<\/p>\n<p>President Trump and senior administration officials have repeatedly called for rebuilding U.S. shipbuilding capacity, expanding the American merchant marine, and restoring \u201cmaritime dominance.\u201d Critics argue broad waivers benefiting foreign carriers directly conflict with those goals by weakening the cargo base that sustains U.S.-flag shipping and mariner employment.<\/p>\n<p>\u201cCargo is king.
