An Australian Transport Security Bureau (ATSB) investigation into the February 2022 grounding of an oil tanker within the Brisbane River has revealed important shortcomings in emergency and threat administration procedures.

The incident, which occurred throughout extreme climate situations, underscores the necessity for improved security measures in maritime operations.

On February 27, 2022, the Hong Kong-flagged tanker CSC Friendship broke free from its mooring on the Ampol merchandise wharf within the Port of Brisbane. Carrying 32,000 tonnes of petroleum merchandise, the vessel was swept throughout the channel and grounded 400 meters downstream, regardless of efforts to deploy its anchor and the help of two tugs.

ATSB marine investigation supervisor Captain Vik Chaudhri acknowledged, “Whereas climate situations exceeded these initially forecast, the related elevated security threat to transport and the port was foreseeable.” He added, “Quite a few warnings from the Bureau of Meteorology supplied enough data to determine and assess the elevated chance of a breakaway”.

The investigation revealed that Maritime Security Queensland (MSQ), accountable for emergency administration within the Port of Brisbane, lacked structured threat administration processes. This deficiency hindered their potential to adequately assess and reply to the hazardous river situations.

In response to the incident, MSQ has carried out important operational adjustments, together with coverage updates and the institution of a devoted Maritime Emergency Administration group. Nevertheless, the ATSB has issued a security advice for additional enhancements.

The report additionally highlighted security actions taken by the pilotage supplier, Poseidon Sea Pilots, and the wharf operator, Ampol, to deal with recognized dangers and enhance emergency response procedures.

Captain Chaudhri concluded, “With these processes established, coordinated and well timed choices might be made when dangers enhance throughout future occasions like this one. Outlined set off factors, precedence lists, and escalation and contingency plans and procedures will assist drive efficient emergency responses”.
